In this scenario the work complexity never crosses the low level of peoples morale. Althogh the morale might dip with the increased work complexity during the transformation design phase and continue decreasing during the initial part of the broader community engagement, due to your predictive actions in skilling up, structuring, and incentifying your teams as well as providing adequate resources, the morale goes up eventually to the expected level.
